Perhaps

The 'Perhaps' button moves the goal to the 'Perhaps' list box. The goal stays in the 'Perhaps List' list box until it is made a 'Goal' or a 'To Do'. 'Perhaps List' goals are kept as reminders that they are not important now but they should be done.
